I have been following along with the discussion and wanted to add in a bit more context on what the perceived value of the preservation levels guidance was to some of the infrastructure and innovation group members at the recent joint leadership meeting. 

Aside from using these as requirements to be listed in a registry, there was some interest in how prioritizing, or providing guidance on how an organization might think about triage in digital preservation. As David suggested, TRAC and the TDR ISO standard are great for defining a robust set of requirements. With that said, for many organizations that are not doing much in terms of digital preservation a lack of prioritization of the requirements makes it tricky to necessarily know where to start. There are also a lot of organizational and governance focus in the TDR requirements, which are very important, particularly for demonstrating trusted-ness to others, but can be very overwhelming for many organizations that are effectively in a situation where they need to start by getting their figurative digital boxes off the floor. All of this is to say that in my mind TDR requirements are probably good for defining the top tier, but I think there could be a lot of value in clearly articulating technical priorities that work up toward that tier. 

As a potential next step, I would be up for working with what could be a cross working group action team that is up for trying to irritate a bit more on this ideas of hashing out, further refining, and likely adding a bit more granularity to these levels to serve this broader goal of working toward providing guidance for triage or prioritization of technical requirements. 

Again, this interest was, as Abbie mentioned, not directly in the role that these levels play for the registry idea, but more broadly in how defining these kinds of levels could serve as a useful guide to prioritization and triage.

We could do away with the levels, create one list of criteria, and if you meet a certain percentage of the items on the list, you could include your collection in the preservation registry.  I know that is very simplistic and a lot more thought would have to go into developing mandatory, explanations of the different criteria, etc. , but it is another option to consider and we have a list from which to start. In addition, part of the registry include collections of those institutions that do not have the resources to meet full registry requirements, but the hope or intent is for long-term preservation of their collections.
