I can attest to Slicehost, which Michael suggested. I have used it for several projects. One has java/tomcat intensive applications--Cocoon/Solr/Orbeon. The other is running game servers haha. It'll run Rails as well as anything, although I have not used slicehost for that in particular. I think it's a great service. Both systems I manage are running Ubuntu 8.04.
