Aleph does have an extensive "X-Server" API into many functions. It's a mess (e.g., some methods return MARC-XML, others return OAI-MARC) but pretty extensive. A good overview is in a PDF linked from http://documents.el-una.org/99/ Of course, if Ex Libris has any information publicly available, I can't find it...
