FRBR has entities ( [Group1:Work, Expression, Manifestation, and Item], [Group2: person and corporate body], [Group3: concepts, objects, events, places] and relationships between those entities (is-version, is-replaced-by, etc.). All of these entities and relationships can be expressed using DC elements (and vocabulary) using DC description sets. FRBR is about the entities and their relations and both entities and relations can be expressed using DC. Think of DC description sets as an expression of the FRBR concepts. FRBR can be expressed by using other means and DC can be used for describing things that don't conform to the FRBR model (OAI-DC for example). --Brian
