Besides putting the final version of the policy on the conference website, I think mentioning it (and for that matter, the general code of conduct) during the announcements and housekeeping periods each morning would be a good way to do it. For next year, it could be included on the registration website, and if the conference does speaker agreements, they could include an opt-in for photography and recording.
