Pretty much anything is possible with sufficient resources. I don’t think that I could say that CSS is the sum total of an optimal solution, and a lot depends on how the pages are delivered. Responsive delivery has a few moving pieces, and a site like yours would likely benefit from using an established framework, along the lines of Bootstrap, but not necessarily Bootstrap.
