BASIC JOB FUNCTION:

Responsible for the development, collection, analysis, and reporting of
NCAR/UCAR research with a particular focus on measures to indicate
understanding of the impact of the scholarship resulting from scientific work
that uses NCAR/UCAR facilities. This position works within the NCAR Library's
(Office of Research Impact Services), which is responsible for helping UCAR
meet compliance regulations for funder reporting and for promoting an
understanding of NCAR/UCAR research across the UCAR community.

  
DUTIES INCLUDE:

Support the research information management needs of the UCAR President's
Office and the NCAR Directorate, NCAR Laboratories and UCAR Community Programs
in terms of reporting requirements to NSF and other sponsors, to the UCAR
Board of Trustees, and to the UCAR community at large. Assist with raising
awareness, promoting understanding, and proper interpretations of such
metrics, including altmetrics.

Develop, implement, and promote technical systems and services to expose the
impact of NCAR/UCAR scholarship, research data collections, and the scientific
research community use of our facilities.

Act as Library liaison and provide outreach and training to the NCAR
Laboratories and UCAR Community Programs on research metrics. Follow emerging
trends in the area of research metrics, including bibliometrics and
altmetrics, and investigate related efforts to measure scholarly impact.

Provide expert input for the enhancement of institutional repository metrics,
including repository usage metrics as well as impact metrics for the materials
contained in the repository.

Provide support and guidance for institutional VIVO initiatives, such as
divisional/institutional collaborations within and outside of UCAR

Generate project ideas and prepare grant submissions related to
research metrics. Provide project management for funded
grant projects.

As requested, assist other Library and institutional personnel with strategic
planning, coordination, and deployment of research data services directed at
facilitating, promoting, and understanding the research lifecycle.

  
  
REQUIREMENTS INCLUDE:

  
Education and Experience:

  
Master's Degree in Library Science, Informational Science, or relevant
discipline from an accredited institution of higher learning.

At least 3 years of progressive experience in information technology in an
academic library with substantial technical knowledge of systems and digital
technologies including significant experience in developing and managing
technical projects.

Experience in a research library, higher education institution, federal or
non-profit institution, or technology organization.

  
  
Knowledge, Skills and Abilities:

Demonstrated expertise is research metrics, including bibliometrics,
altmetrics, impact metrics and statistics.

Demonstrated expertise in the use of Web of Science and other industry
standard databases for the purposes of research evaluation.

Detailed knowledge of project management, and a demonstrated ability to
estimate the scope of a project and bring it to completion on time and within
budget.

Expert knowledge of library metadata systems, frameworks, and taxonomies.

Familiarity and comfort with technical underpinnings of research metrics
software, frameworks, and tools.

Expertise in HTML and other basic web programming. Exposure to javascript and
other web languages.

Demonstrated record of excellent oral, written, interpersonal and technical
communication skills along with strong analytical and decision-making skills.
Ability to communicate complex and subtle ideas to lay audiences.

Collegial in all respects, with a proven capacity to listen closely to the
ideas and opinions of others.

Understanding of scholarly research institutions and their attendant politics,
culture, and current challenges.

Knowledge of existing and emergent standards and trends relating to research
metrics, digital libraries and other scholarly information resources.

Experience with obtaining grant funding and managing grant-funded projects is
preferred.

Ability to work both independently and collaboratively in a rapidly changing
