JOB SUMMARY

  
Performs highly-complex (senior-level) computer systems analysis work. Work
involves planning and analyzing user requirements, procedures, problems, and
existing data sources to automate processing or improve existing systems. In
cooperation and consultation with LDN and IRT staff, plans, develops, designs,
implements and monitors an integrated database system to provide a single
database resource that integrates existing data and information from a variety
of sources to ensure concise and efficient data collection, consolidation, and
reporting capabilities on all division activities. Ensures data integrity
during planning, development implementation and testing. Works under limited
supervision, with considerable latitude for the use of initiative and
independent judgment.

  
ESSENTIAL FUNCTIONS

  
Works with LDN division staff to analyze existing data collection tools and
sources and determines best method and procedures to consolidate data into a
single, relational database that will meet the reporting needs of the LDN
division

Works with IRT staff to plan, design, and implement the most efficient and
effective database structure to effectively and efficiently consolidate
existing data from a variety of sources into a single, comprehensive,
integrated database.

Establishes and implements necessary database security controls and user
access levels, in consultation with LDN and IRT staff. Develops and maintains
internal data standards for the new databases system, and consults with IRT
staff to prepare and develop database documentation, procedures and
definitions for data dictionaries.

Develops internal training, including training documentation, on the newly
developed database; coordinates with key LDN staff to deliver training to
users

Using both existing and anticipated information, performs logical and physical
data modeling, designs relational database models, and designs relational
database models.

Attends work regularly and in accordance with agency leave and attendance
policies

Complies with all applicable agency policies and procedures, including safety
and standards of conduct

Performs other duties as assigned.

  
MINIMUM QUALIFICATIONS

  
Bachelor's degree from and accredited college or university; education and
experience may be substituted for one another.

Experience in systems analysis and design work

Experience in database development and maintenance

Knowledge of data flowcharting

Knowledge of data analysis and evaluation techniques

Knowledge of data modeling, data integration, data warehousing, and database
design

Knowledge of project management concepts

Knowledge of system development life cycle

Skill in complex problem solving and critical thinking

Ability to adhere to strict deadlines in an organized manner

Ability to identify and define end user needs

Ability to communicate effectively, both orally and in writing

  
PREFERRED QUALIFICATIONS

  
Bachelor's degree in computer science, computer information systems,
management information systems, or a related field from an accredited college
or university

Experience creating Access, SQLServer, or other relational databases, and
producing effective and efficient data queries and reports

Experience writing user manuals

Experience delivering training on database usage

Experience customizing existing databases to meet changing programmatic needs
and requirements

  
SUBSTITUTION

  
One year of experience creating and maintaining Access, SQLServer or other
relational databases can substitute for college degree on a year for year
basis up to four years.

  
OTHER REQUIREMENTS

  
Description of previous database created.

College transcript is required.

  
SUPERVISION
