What is your timeline?  I dealt with a similar situation soon after Drupal 7 was released.  But I needed to get something deployed rather quickly and I couldn't see anyone who had actually deployed 7 to a production site.  So we used Drupal 6, and migrated about a year later.  If you have the luxury of time, you might want to start with 8 and help some of the desired modules get to compatibility with 8?  If you want/need the migrated site up before the end of the year, however, I'd recommend just going with 7.  There will be less problems and you will have a several years to move it to 8.
