There are some normalization transforms which allow you to ASCII sort call numbers. A quick search gives me: The Alma system (from Ex Libris) has a normalization algorithm for their analytics, described at https://knowledge.exlibrisgroup.com/Alma/Community_Knowledge/Understanding_Normalized_Call_Numbers_in_Analytics. A program lccnorm, https://metacpan.org/pod/distribution/Biblio-LCC/script/lccnorm. A ruby gem, lcsort: https://github.com/pulibrary/lcsort I also see modules for Perl, Python, and others.
