+1 for BaseX.  ( I believe you can do pretty much the same with eXist. ) 
For a WebApp, look at RESTXQ https://docs.basex.org/wiki/RESTXQ <https://docs.basex.org/wiki/RESTXQ> which uses annotations to map HTTP Routes to XQuery Functions and arguments.
