I found that be true when I was running a writing competition.

Submissions were all supposed to be in Word but a couple arrived in odd
formats that turned out to be in old versions of Word which Word would not
open.

Libre Writer did the job.

I've also recently created graphics in Libre Writer (not Draw) I 've used
in my video edits so for free it's well worth the investment :)

Just an FYI about LibreOffice and MS Word and document formats...

MS Word dropped support for WordPerfect documents about 10 years ago.
LibreOffice opens them just fine.

More amazingly, MS Word doesn't support its own, *really* old MS Word .doc
files from the early '90s, but LibreOffice does.
