Hey Tim,

To clarify, there are no plans in the FOLIO community (that I'm aware of) to create its own OPAC interface.

Opinion (for what its worth), I think VuFind is among the best UI/UX development out there, but it is perhaps as far as one can go without more business logic programming on the backend.  That is part of the reason why I'm excited for FOLIO—it brings the capability of creating new backend business logic modules within closer reach of libraries.  The FOLIO platform takes care of many of the ugly implementation details (like handling users) and frees the developer to think about what it is they want to get done.  At least that is the goal.
