Under the general direction of the Associate Dean of Library Operations and working closely with Library Faculty, this position manages essential services at a senior level in the library including electronic resource licensing, research desk scheduling, managing student workers, managing the library’s discovery services and web presence, and solving complex problems.

Essential Functions

• Plan, implement, lead, and evaluate an electronic resources management strategy for the library, enabling ongoing review, evaluation, and improvement of services. Manage a dynamic portfolio of electronic resources and maintain an accurate knowledge base in support of research and learning.
• Proactively research and identify new electronic resources, communicate changes in content and platforms, and evaluate and assess collections for content, discoverability, and ease of access.
• Maintain and develop library systems to ensure electronic resource access across all formats including electronic journals, books, and streaming media, and manage the library’s discovery platforms including Primo, Primo Back Office, Primo Central Index, our A-Z Journals list, web site, LibGuides, link resolver, EZproxy authentication system, and potential integrations with an institutional repository.
• Provide expertise, training, and workshops to Evergreen staff, faculty, and students on new and ongoing electronic resources, including issues of access, accessibility, open resources, digital pedagogy, and rights management.
• Negotiate licenses and work with vendors and consortia to provide the highest quality electronic resources for teaching and research; advocate for fair terms and pricing, open access, new models of shared access, and content preservation.
• Prepare statistical and administrative reports around electronic resources including use, cost per use, overlap, and relevance to the curriculum. Present statistics and reports to library selectors and other staff, and identify trends in data to help in collection development and decision-making.
• Troubleshoot, resolve, plan for, and implement electronic resource tasks as a member of Orbis Cascade Alliance teams, standing groups, and project groups, and at times, lead these teams and groups.
• Troubleshoot and solve access and content-related issues with aggregators, vendors, and publishers.
• Develop and coordinate the Research Services desk schedule throughout the year with librarians, staff, and students; ensure desk staffing during open hours.
• Hire, supervise, and train student and temporary workers in Research Services and Rare Books. Develop a training plan for student workers for both regular work and special projects, and provide guidance, support, and feedback as needed.
• Provide public research service that welcomes all library users and promotes equity in learning for students from diverse backgrounds and at all skill levels, from entering undergraduates to post-graduates.
• Collaborate with campus and regional partners on OER and Digital Scholarship initiatives.
• Participate in decision-making processes by taking part in and at times, leading library and college committees.

Knowledge Skills and Abilities

• Knowledge of electronic resource content models, emerging formats, acquisition methods, and licensing.
• Knowledge and ability to use tools such as link resolvers, proxies, data collection services, discovery services, electronic resource management software, and bibliographic utilities.
• Planning and leadership skills, with the ability to function independently, take initiative, and set goals and priorities in a dynamic environment.
• Knowledge of electronic resources acquisitions including managing electronic resources budgets and encumbrances and evaluating cost based on use.
• Knowledge of electronic resources licensing including issues such as archival rights, perpetual access, and interlibrary loan; and a practical working understanding of copyright and fair use.
• Recognizes the need to connect library value to university goals and mission through key indicators (learning analytics, library’s role in research activity, quality, and visibility). Distinguishes the difference between library and institutional definitions of assessment.
• Knowledge of how librarianship can be an integrated part of the curriculum and student work.
• Knowledge of and skill with the library reference interview, college research techniques, and public service.
• Knowledge of best practices to create a welcoming, inclusive, and equitable library environment that serves a diverse student population.
• Ability to work collaboratively and communicate across significant differences, and to mentor student workers to develop these skills.
• Skill and ability in researching, data collection and analysis, and reporting.
• Ability to work in a team environment and establish effective cooperative relationships, including virtual meetings in the Orbis Cascade Alliance collaborative workforce.
• Ability to supervise the work of others.

Minimum Qualifications

Desired Qualifications

• An ALA-accredited graduate degree in library/information sciences or a closely related program.
• Three or more years of experience working professionally in an academic library.
• One or more years of supervisory experience.
• Direct experience with electronic resource management and troubleshooting electronic access and subscription-related problems.
• Experience in acquiring and providing access to library collections and services in a consortial environment.
• Experience in supporting diverse populations of students and faculty.
• Experience working in the Alma ILS and Primo Discovery platforms.

Conditions of Employment

• Must provide proof of identity and employment eligibility within three days of beginning work.
• This position is part of a bargaining unit and covered by a collective bargaining agreement.
• Must meet the provisions of Title 300-12 WAC Certification of Librarians and RCW 27.04.055 Qualifications of Librarians-Rules-Fees.
