If you want to edit the raw docbook XML, any XML editor will do.
Oxygen is a good one (http://www.oxygenxml.com/docbook_editor.html).
If you want a higher level interface:
Java-based XML editor that presents a styled view of DocBook:

or OpenOffice which can now save as docbook I believe:
http://www.zzoss.com/projects/oowdbk/
XMLMind has had docbook support for awhile. OpenOffice's
implementation is a bit newer.
