Yeah, those things are certainly needed if the journal is following the conventional blind peer review
process. The benefit of Open Journal Systems (or the other conventional open source journal publishing
platforms) is that it provides the workflow tools required to pull these requirements off. If anyone's
interested, see page 12 of OJS in an Hour (http://pkp.sfu.ca/ojs/OJSinanHour.pdf).
Maybe not relevant to the journal being currently proposed, but
