You may want to check out ReservesDirect (http://
www.reservesdirect.org/ ). While the 2.x versions do not have
sophisticated copyright related features, Emory is working on version
3.0 (now in a pre-alpha release) that is moving more in the direction
you're talking about. If you have any questions, feel free to write
