You could front Tomcat with Apache, then use Apache mod_rewrite plus  
mod_proxy_html to modify the URLs.  We did something close to that at  
OhioLINK:

  http://dltj.org/article/apache-httpd-and-tomcat/

It isn't an exact match for what you'd like to do, but I think it is  
close enough...
