The Office of Financial Research (OFR or Office) is a new organization
established by the Dodd-Frank Wall Street Reform and Consumer Protection Act
in the Treasury Department to provide data and analysis to the Financial
Stability Oversight Council (the Council) and its member agencies, improve the
quality and transparency of financial information, conduct and sponsor
research related to financial stability, and promote best practices in risk
management.

Treasury Headquarters, the Departmental Offices, has responsibility for
formulating policy and the overall management of the Department of the
Treasury. The Office of Financial Research is recruiting to fill a key
Applications Software Developer position. The ideal candidate will be a
polyglot with experience in dynamic languages (e.g. Python, Ruby) as well as
at least one JVM language (e.g. Java, Scala); have experience with MVC web
frameworks such as Ruby on Rails, Django, or Play; experience with agile
development and related practices (e.g. TDD, CI, and CD); knowledge of various
data persistence mechanisms (e.g. SQL, NoSQL, and HDFS/hadoop) with large
amounts of data; and experience building digital library or search and
discovery systems. This position is in a small office with top staff members
who work on a wide array of interesting subjects. We offer both flexible work

KEY REQUIREMENTS

  
DUTIES:

  
The following are the duties of this position at the OR-53. If you are
selected at a lower grade level, you will have the opportunity to learn to
perform all these duties, and will receive training to help you grow in this
position.

  
* Plans and develops applications that support a highly data-centric analytical environment.  
* Provides full-stack software development including ORMs, MVC web frameworks, and rich browser-based front ends using HTML, CSS, and JavaScript frameworks.  
* Architects and integrates loosely coupled, REST/API-based web services using XML and JSON.  
* Develops software on cross-functional agile teams using TDD and automated functional testing.  
* Understands software craftsmanship and places an emphasis on software quality. Leads code reviews and refactoring sessions.  
* Automates software build, test, and delivery pipelines.  
* Serves as a focal point for application development, and integration of the OFR analytic software and software systems which include COTS and open source components.  
* Serves as POC for resolving technical issues and provides guidance to management in pursuing innovative solutions to applications development, data management, and software delivery.  
  
QUALIFICATIONS REQUIRED:

  
In order for your application to be considered, you must meet the following
requirements by the closing date of this announcement:

  
  
For this position individuals must have IT-related experience demonstrating
each of the four competencies listed below.

Attention to Detail - Is thorough when performing work and conscientious about
attending to detail.

Customer Service - Works with clients and customers (that is, any individuals
who use or receive the services or products that your work unit produces,
including the general public, individuals who work in the agency, other
agencies, or organizations outside the Government) to assess their needs,
provide information or assistance, resolve their problems, or satisfy their
expectations; knows about available products and services; is committed to
providing quality products and services.

Oral Communication - Expresses information (for example, ideas or facts) to
individuals or groups effectively, taking into account the audience and nature
of the information (for example, technical, sensitive, controversial); makes
clear and convincing oral presentations; listens to others, attends to
nonverbal cues, and responds appropriately.

Problem Solving - Identifies problems; determines accuracy and relevance of
information; uses sound judgment to generate and evaluate alternatives, and to
make recommendations. In addition to the above, you must have one year of
specialized experience at a level of difficulty and responsibility equivalent
to the next lower grade level in the Federal service.

AND

SPECIALIZED EXPERIENCE

For the OR-53 (GS-13): An applicant must have one year of specialized
experience equivalent to at least the (BAND 52) (GS-12 equivalent) in the
Federal service. Specialized experience is experience directly related to the
position to be filled which has equipped the candidate with particular
knowledge, skills, and abilities to successfully perform the duties of the
position. Such experience is typically gained in the IT
field or through the performance of work where the primary concern is IT.
Specialized experience must include all of the following and be clearly
documented in your resume:

* Hands on programming and developing in two or more of the following applications software/languages: Java, .Net, Python, Ruby, JavaScript, or C/C++;  
* Experience developing with full-stack MVC web frameworks such as Ruby on Rails;  
* Experience with web development technologies including HTML, CSS, and JS frameworks;  
* Experience with automated unit testing and functional testing;  
* Experience with the appropriate selection, planning, architecture, refactoring, continuous integration, and deployment automation of a wide range of analytic software systems;  
* Planning, designing and evaluating new applications software technologies;  
* Analyzing and refining system requirements;  
* Writing and maintaining system documentation;  
* Managing, monitoring and tracking quality and performance of software projects; and  
* Providing customer service to IT clientele.  
  
For the OR-52 (GS-12): An applicant must have one year of specialized
experience equivalent to at least the (BAND 51) (GS-11 equivalent) in the
Federal service. Specialized experience is experience directly related to the
position to be filled which has equipped the candidate with particular
knowledge, skills, and abilities to successfully perform the duties of the
position. Such experience is typically gained in the IT
field or through the performance of work where the primary concern is IT.
Specialized experience must include all of the following and be clearly
documented in your resume:

* Hands on programming in two or more of the following applications software/languages: Java, .Net, Python, Ruby, JavaScript, or C/C++;  
* Experience with web development technologies including HTML, CSS, and JS frameworks;  
* Experience with the appropriate selection, planning, architecture, refactoring, continuous integration, and deployment automation of a wide range of analytic software systems;  
* Planning, installing and configuring new applications software technologies;  
* Analyzing and refining system requirements;  
* Writing and maintaining program documentation;  
* Monitoring and tracking quality and performance of software projects; and  
* Providing customer service to IT clientele.  
  
The experience may have been gained in either the public or private sector.
One year of experience refers to full-time work; part-time work is considered
on a prorated basis.
