--you might want to  check out what the British Library and other National Libraries are doing  IIPC ( International Internet Preservation Consortium) http://netpreserve.org
Harvested websites are compressed into WARC files -- the preservation standard : using , heritrix  etc. A list of tools are available on the site

one needs to think about both preservation and access :)
