Project Director, National Archive of Criminal Justice Data

The Inter-university Consortium for Political and Social Research (ICPSR) of
the Institute for Social Research at the University of Michigan seeks to
appoint a senior information and research scientist to direct the National
Archive of Criminal Justice Data (http://www.icpsr.umich.edu/nacjd). NACJD is
a broadly-based public service activity that archives and disseminates
research and public policy data pertinent to crime and the criminal justice
system, primarily generated with federal funds. NACJD is one of the oldest and
well established archives of data generated through federally funded research.
In an era of transparency and publically available data, NACJD looks to the
future of information sciences in the development of new and innovative
approaches to making secondary data readily accessible to further analysis and
scientific inquiry.
Responsibilities include directing a staff of professional and technical
employees with responsibilities for maintaining effective data processing,
metadata creation, user support operations; developing and implementing new
strategies to make data in the field accessible and easy to use; working
closely with federal and private funding agencies; developing grant proposals
and renewals; supporting researchers and data producers to facilitate data
archiving and re-use; planning and executing outreach to the secondary data
analysis community; and organizing and producing training activities for
students, researchers and other professionals. The person selected for this
position will hold a research faculty appointment in ICPSR and the Institute
for Social Research.
This position may be in the Research Scientist, Research Professor, or
Archivist ranks. The selected candidates qualifications will determine the
level (Assistant, Associate, Full). We expect that the individual who holds
this position will carry on a research program in collaboration with federal
funding agencies and other scholars at the University of Michigan.
Specific duties include but are not limited to: ability to work full-time and
onsite in Ann Arbor, direct professional and technical staff; lead the
planning and development with federal partners of new and innovative
technologies in information management and analysis of data, review data and
requests for access to data to ensure that the privacy of research subjects is
protected; write articles and reports pertaining to the activities of NACJD;
comply with sponsor reporting requirements; travel to conferences and
professional meetings to represent NACJD and ICPSR, including the oversight of
project exhibits and displays; organize specialized training and research
conference activities on behalf of ICPSR and of federal agencies; and
participate in the ICPSR management team. Duties also include participating in
other research and infrastructure activities at ICPSR as needed; facilitate
planning and development with federal partners of new and innovative
technologies in information management and analysis of data; and, preparation
of new proposals and applications to support future research.Advanced degree
(PhD or accredited MA/MS) in a field of study relevant to the development,
management, archiving and analysis of interdisciplinary and social science
data.
Desired is a concentration in Information Sciences, a Certificate (e.g.,
Digital Curation Education Program) or other evidence of advanced education
and training in the areas of digital information science. Minimum of five
years professional experience in data-related activities with at least two
years of experience in the management of research projects in an appropriate
area. Experience writing grant proposals is required along with experience in
developing, planning, and managing project budgets. Experience providing
digital stewardship for statistical data in a research-intensive, multi-
disciplinary and academic environment. Knowledge of procedures for ensuring
the privacy and protection of research subjects. Knowledge of Department of
Justice rules and regulations regarding confidentiality pertaining to human
subjects information is desirable. Familiarity with statistical software for
the analysis of data (e.g. SAS, Stata, SPSS, R). Demonstrated scholarly
productivity is desirable, along with the proven ability to work both
independently and collaboratively. Excellent communication skills, both oral
and written, in the English language.
