I don’t know if the following is helpful or not, but CrossRef has implemented an API allowing the developer to use content negotiation to retrieve links to full text and/or metadata, and I wrote a hack to implement the idea — http://blogs.nd.edu/emorgan/2014/06/tdm/ —Eric Morgan
