JOB SUMMARY
The permanent records of Arizona state and local government are identified,
preserved, managed and made accessible pursuant to A.R.S. ยง41-151.08 through
41-151.19. Work involves planning, developing, and implementing an electronic
records and audiovisual preservation programs and systems. Perform highly
complex consultative services and technical assistance work for the State
Archives, as well as program staff, other divisions and governmental agencies.
Position collaborates with the Records Management regarding the creation and
disposition of government records throughout the information lifecycle to
ensure that electronic recordkeeping systems can produce authentic, reliable
records for the archives. Assist with research, development and writing of
archival management, preservation and digitization statewide standards,
guidelines and other documentation. Perform work and assist in all State
Archives activities, including identification, appraisal, accessioning,
arrangement, description and reference for the permanent records generated by
state and local government agencies.
Responsibilities:
* Research, analyze and recommend strategies and actions necessary to enhance and implement an electronic records and audiovisual preservation program for permanent electronic and audiovisual records generated by state and local government agencies
* Assist with developing program policies, procedures, standards and manuals in accordance with program objectives and goals, as well as national standards and best practices
* Carry out technical work focused on electronic and audiovisual records transferred to the State Archives including: appraisal; coordination of data conversion, migration and authenticity; description of records series and other tasks and procedures necessary to ensure preservation, authenticity, security and access to records transferred to the State Archives
* Provide guidance to staff in the development and integration of methods and procedures related to the management and preservation of electronic and audiovisual records
* Provide consultative services and technical assistance to state and local government agencies and affiliated programs on issues related to the transfer, preservation, and accessibility of electronic records and audiovisual records
* Develop and conduct training for elected and appointed officials and other state and local government staff on the identification, management and preservation of permanent government records in all formats
* Work with State Archivist to oversee the electronic records and audiovisual appraisal, preservation, arrangement, and description efforts of staff archivists, interns and volunteers. Assist in the preparation of reports and budget requests
* Research, write and/or prepare grant proposals, publication materials and reports
* Conduct special projects as assigned by the State Archivist
* Represent the agency on national and statewide working groups, committees, and task forces
* Perform other duties as assigned
KNOWLEDGE, SKILLS, & ABILITIES
The successful candidate will possess the following:
Knowledge of:
* Archival theory, practices and procedures including appraisal and acquisition, arrangement and description, preservation, reference, outreach and access
* Basic records management principles, concerns and the use of records in government offices
* Federal and State public records laws, confidentiality, privacy and copyright laws and requirements
* Technology as it relates to records creation, maintenance, preservation, migration, authenticity, security and access
* A wide range of digital and analog media
* History of the United States and the structure and functions of federal, state and local government with emphasis on the Southwest and Arizona
Familiarity with a wide range of document types and formats, including textual
records, maps, photographs, audiovisual as well as databases, XML, geospatial,
email and other digital file formats is required.
Additional Requirements include:
* Master's Degree in History or Archival Administration or Masters of Library Science with an archival component
* Minimum of three (3) years of professional level experience working in an archives; archives experience must include appraisal and preservation of electronic archival records, conducting archival training and outreach
* Experience with IT work and technologies
* Ability to work effectively with government employees and the public
* Ability to analyze data, to formulate conclusions, and to write well organized and grammatically correct reports and correspondence
* Ability to effectively explain complex archival and information technology issues to staff, associates, government entities and the public
* Excellent communication skills and project management
* Experience in the application of automated information management systems to library, archival, records management or records management
Must be able to lift up to 50 pound boxes.
