1. SUMMARY

The Archives and Information Management (AIM) Service ensures the
accessibility,

availability and integrity of all official information produced by and for the
North Atlantic

Council (NAC) and its Committees within the framework provided by the NATO
Information

Management (IM) Policy and NATO Security Policy. It provides NATO-wide IM and

research support on matters pertaining to the activities of the NAC and its
Committees,

ensures the preservation of NATO information of historical value on behalf of
the NATO

Nations, provides training, support and guidance to NATO Nations, partners and
entities

on the implementation and execution of NATO policies pertaining to information
and takes

the lead on requirements development for all IM-related technology projects at
NATO

Headquarters. In addition, AIM is responsible for processing, disseminating,
storing,

organising and archiving the documentation produced by the NATO Committee
structure

and by the Departments of the NATO HQ International Staff (IS), taking into
account the

requirements of NATO Security Policy, NATO IM Policy, and applicable NATO HQ

procedures.

Under the direction and guidance of the Head, AIM, the Information Management
Officer

contributes to the development of policy and standards based on international
best

practices and develops innovative forms of service and new ways in which
services can be

provided to customers and stakeholders. The Information Management Officer is
also

responsible for developing and executing awareness programmes and training on

information management topics and tools in coordination with the Head, AIM and
the

NATO Information Management Advisory Group.

2. QUALIFICATIONS AND EXPERIENCE

ESSENTIAL

The incumbent must:

 have a university degree with specialisation in archival, library or
information

science;

 have at least five years of progressively responsible experience in
information

management functions, especially in the analysis of information flows;

 have experience in evaluating and implementing systems and procedures for

archives and document/records management;

 have experience in implementing a change agenda, with involvement in change

management processes within an Organisation;

 have records management experience in all aspects of the life-cycle
management

of records;

 have experience with Information Communication Technology (ICT) systems and

their application to recordkeeping and archives management, in particular,

experience working with Electronic Records and Document Management System

(ERDMS) and Enterprise Content Management (ECM);

 possess the following minimum levels of NATO's official languages

(English/French): V ("Advanced") in one; II ("Elementary") in the other.

DESIRABLE

The following would be considered an advantage:

 international experience, particularly in International Organisations.

3. MAIN ACCOUNTABILITIES

Project Management

Lead and participate in project management for information management
projects,

contributing to feasibility studies, systems analysis, design, development and

implementation of systems.

Stakeholder Management

Develop innovative forms of service and new ways in which services can be
provided to

customers and stakeholders.

Information Management

Analyse information flows and formulate functional needs for information
management

systems and procedures throughout NATO Headquarters (HQ).

Expertise Development

Promote and ensure the adherence to NATO standards, and assist in the
development of

new standards in the field of information management. Remain current and
implement

international best practices and standards in the field of information
management.

Knowledge Management

Assist the Head, AIM in developing and promulgating information management
policy,

standards and procedures based on international best practices.

Perform any other related duty as assigned.

4. INTERRELATIONSHIPS

The incumbent will report to the Head of Archives and Information Management.
He/she

will also work in close collaboration with the staff of the International
Staff (IS) Archives

and Information Management Service, the International Military Staff (IMS)
Registry,

Information and Knowledge Management (IKM) Staff of the two Strategic Commands
(BiSC)

and the ICT Staff of NATO HQ.

6. CONTRACT

Contract to be offered to the successful applicant (if non-seconded):

Definite duration contract of three years; possibility of renewal for up to
three

years, during which the incumbent may apply for conversion to an indefinite

duration contract.

Contract clause applicable:

In accordance with the contract policy, this is a post in which turnover is
desirable

for political reasons in order to be able to accommodate the Organisation's
need

to carry out its tasks as mandated by the Nations in a changing environment,
for

example by maintaining the flexibility necessary to shape the Organisation's
skills

profile, and to ensure appropriate international diversity.

The maximum period of service foreseen in this post is 6 years. The successful

applicant will be offered a 3-year definite duration contract, which may be

renewed for a further 3-year period. However, according to the procedure

described in the contract policy the incumbent may apply for conversion to an

indefinite contract during the period of renewal and no later than one year
before

the end of contract.

If the successful applicant is seconded from the national administration of
one of

NATO's member States, a 3-year definite duration contract will be offered,
which

may be renewed for a further period of up to 3 years subject also to the

agreement of the national authority concerned. The maximum period of service
in

the post as a seconded staff member is six years.

Serving staff will be offered a contract in accordance with the NATO Civilian

Personnel Regulations.

1. RÉSUMÉ

Le Service Archives et gestion de l'information (AIM) veille a
l'accessibilite, a la

disponibilite et a l'integrite de toutes les informations officielles
produites par ou pour le

Conseil de l'Atlantique Nord et les comites qui lui sont subordonnes, dans le
cadre defini

par la politique de gestion de l'information OTAN et par la politique de
securite de l'OTAN.

Il apporte a l'echelle de l'OTAN un soutien en matiere de gestion de
l'information et de

recherche pour tout ce qui a trait aux activites du Conseil et de ses comites
; il assure,

pour le compte des pays de l'OTAN, la conservation des informations OTAN ayant
une

valeur historique ; il fournit formation, soutien et orientations aux pays
membres, aux pays

partenaires et aux entites de l'OTAN pour la mise en oeuvre et l'application
des politiques

de l'Organisation relatives a l'information, et il dirige la definition des
besoins pour tous les

projets portant sur les technologies de gestion de l'information au siege de
l'OTAN. De

plus, le Service AIM est charge de traiter, de diffuser, de stocker,
d'organiser et d'archiver

les documents produits par les comites de l'OTAN et par les services du
Secretariat

international de l'Organisation en tenant compte des prescriptions de la
politique de

securite de l'OTAN, de la politique de gestion de l'information OTAN et des
procedures en

vigueur au siege de l'OTAN.

Sous la direction du/de la chef du Service AIM,
l'administrateur/administratrice (gestion de

l'information) contribue a l'elaboration de politiques et normes de gestion de
l'information

sur la base des meilleures pratiques internationales, et developpe des formes
de services

innovantes et de nouveaux moyens de les fournir aux clients et autres parties
prenantes.

Il/Elle est egalement charge(e) de concevoir et de mettre a execution des
programmes de

sensibilisation et des formations portant sur des questions ou des outils de
gestion de

l'information, en coordination avec le/la chef du Service AIM et le Groupe
consultatif sur la

gestion de l'information OTAN.

2. QUALIFICATIONS ET EXPÉRIENCE

ACQUIS ESSENTIELS

Le/La titulaire du poste doit :

 avoir un diplome universitaire avec specialisation en archivistique, en

bibliotheconomie ou en science de l'information ;

 avoir au moins cinq ans d'experience a des postes de responsabilite
croissante

dans la gestion de l'information, et en particulier dans l'analyse des flux

d'informations ;

 pouvoir justifier d'une experience de l'evaluation et de la mise en oeuvre
de

systemes et procedures de gestion des archives courantes, intermediaires et

definitives ;

 avoir deja mis en oeuvre un programme de changement et participe a des

processus de gestion du changement au sein d'une organisation ;

 avoir une experience de la gestion des archives courantes et intermediaires

(records management) dans tous les aspects de leur cycle de vie ;

 avoir une experience des technologies de l'information et de la
communication

(TIC) appliquees a la gestion des archives courantes, intermediaires et
definitives

et, en particulier, une experience pratique d'un systeme de gestion et
d'archivage

electronique de documents (ERDMS) et d'un systeme de gestion du contenu

d'entreprise (ECM) ;

 avoir au minimum le niveau de competence V (« avance ») dans l'une des deux

langues officielles de l'OTAN (anglais/français), et le niveau II («
elementaire »)

dans l'autre.

ACQUIS SOUHAITABLES

Serait consideree comme un atout :

 une experience a l'international, en particulier dans des organisations

internationales.

3. RESPONSABILITÉS PRINCIPALES

Gestion de projet

Gere ou participe a la gestion de projets de gestion de l'information, et
contribue aux

etudes de faisabilite ainsi qu'a l'analyse, a la conception, au developpement
et a

l'implementation des systemes.

Gestion des parties prenantes

Developpe des services innovants et de nouveaux moyens de les fournir aux
clients et aux

parties prenantes.

Gestion de l'information

Analyse les flux d'informations et definit les besoins fonctionnels lies aux
systemes et aux

procedures de gestion de l'information pour l'ensemble du siege de l'OTAN.

Developpement de l'expertise

Encourage l'application des normes OTAN, veille a leur respect et contribue a
l'elaboration

de nouvelles normes de gestion de l'information. Se tient au courant des
meilleures

pratiques et normes internationales de gestion de l'information et les met en
application

dans son travail.

Gestion des connaissances

Aide le/la chef du Service AIM a definir et a promulguer la politique, les
normes et les

procedures de gestion de l'information, sur la base des meilleures pratiques

internationales.

S'acquitte de toute autre tache en rapport avec ses fonctions qui pourrait lui
etre confiee.

4. STRUCTURE ET LIAISONS

Le/La titulaire de ce poste releve du/de la chef du Service AIM. Il/Elle
travaille en etroite

collaboration avec les autres membres du Service, avec le Bureau d'ordre de l
'État-major

militaire international, avec les responsables de la gestion de l'information
et des

connaissances des deux commandements strategiques ainsi qu'avec les agents des

services informatiques du siege de l'OTAN.

6. CONTRAT

Contrat propose (hors detachement) :

contrat d'une duree determinee de trois ans, renouvelable pour une periode de

trois ans maximum, au cours de laquelle le/la titulaire pourra demander qu'il

soit transforme en contrat de duree indeterminee.

Clause contractuelle applicable :

Conformement a la politique des contrats, il s'agit d'un poste auquel il est

souhaitable, pour des raisons politiques, d'assurer une rotation de maniere a

pouvoir repondre au besoin qu'a l'Organisation d'executer les taches qui lui
sont

confiees par les pays dans un environnement en constante evolution, notamment

en preservant la souplesse necessaire a l'adaptation de son profil de

competences, et de veiller au degre de diversite approprie a son caractere

international.

La duree de service maximale prevue a ce poste est de six ans. La personne

retenue se verra offrir un contrat d'une duree determinee de trois ans, qui
pourra

etre reconduit pour une periode de trois ans. Toutefois, conformement a la

procedure decrite dans la politique des contrats, elle pourra demander, au
plus

tard un an avant l'expiration de la deuxieme periode, que son contrat soit

transforme en contrat de duree indeterminee.

Si la personne retenue est detachee de l'administration d'un État membre de

l'OTAN, elle se verra offrir un contrat d'une duree determinee de trois ans,
qui,

sous reserve de l'accord des autorites nationales concernees, pourra etre

reconduit pour une periode de trois ans maximum. À ce poste, la duree de

service d'un agent detache n'excede pas six ans.

Les agents en fonction se verront offrir un contrat conforme aux dispositions
du

Reglement du personnel civil de l'OTAN.
