**BASIC JOB FUNCTION:**  
The Lead Archivist is a key member of Integrated Information Services (IIS)
and has primary responsibility for management of the NCAR Archives. This
position is responsible for researching, planning and implementing operations
that develop, manage, and preserve archival collections using current archives
management and repository systems. Responsibilities include
research and development in the use of tools, strategies and protocols for
information systems that enable archival resources to be organized, preserved,
searched and retrieved. This position is responsible for planning and
achieving project requirements, milestones and goals; specifying and designing
efficient and effective technology, systems and processes; leading
implementation and testing of archival systems.

  
Duties also include leading or serving NCAR/UCAR committees and task forces
and representing the NCAR Library and Archives and NCAR/UCAR regionally and
nationally in the scholarly and professional community.

  
**DUTIES INCLUDE:**

  * Manages the processes and systems for the development, curation, and utilization of archival collections: 
    * Sets direction and priorities for appraisal of records in relation to their organizational and historical value for retention and preservation in archival collections.
    * Establishes priorities and develops work plans to implement collection development, collection management, arrangement and description, preservation and access, aligned to institutional priorities and goals.
    * Establishes best practices and quality control for use of descriptive systems - data standards, metadata schema, encoding schema, controlled vocabularies, etc.
    * Ensures access to digital and physical archival resources. Develops sustainable strategies for the curation and preservation of archival assets, including but not limited to physical and electronic resources, digitized preservation master copies of analog materials, and metadata documenting assets held in repositories.
    * Recommends system requirements for hardware, software, database design, networking, data/disaster recovery, etc.
    * Builds relationships with key donors and stakeholders across the institution to develop archival collections through donations of scientific and institutional records.
    * Assess trends and standards in archival theory and practice, and long-term preservation to ensure that local archival practice is in line with best practices.
    * Develops and implements plans for marketing archival collections and services and evaluation of their effectiveness, including social media.
    * Ensures adherence to national metadata standards, interoperability standards for data exchange and compliance with intellectual property, copyright, and ownership rights for all archival content.
    * Coordinates with UCAR Office of General Counsel to manage access restrictions, copyright, rights management, and licensing.
  * Develops and implements policies for collections preservation, long-term migration, and access. 
    * Documents digital preservation processes, including provenance, authenticity, technical specifications, and rights management.
    * Researches requirements and implement technologies and best practices for migration or emulation of digital objects to ensure future access.
  * Promotes IIS activities and reports on NCAR/UCAR archival and preservation activities through publications and presentations at seminars and professional meetings. Represents UCAR in state regional and national forms in discussions of scholarly archival management. Serves on relevant NCAR/UCAR and external committees, boards and professional groups.
  
  
  
**REQUIREMENTS INCLUDE:**  
  
**Education and Experience:**

  * Graduate degree in Library and Information science. At least 3 years of progressive experience in archival management.
  * 
**Knowledge, Skills and Abilities:**  

  * Advanced knowledge of archival theory and practice related to the appraisal, management, and preservation of records of institutional value, regardless of format.

  * Demonstrated working knowledge of frameworks for archival description and preservation (DACS, EAD, MODS, PREMIS).

  * Working knowledge of markup languages for encoding documents such as XML.

  * Knowledge of current technologies used in archives management, such as collection management databases and web-archiving tools. Familiarity with ArchivesSpace and Archive-It is a plus.

  * Advanced knowledge of strategies and practices for preservation of digital assets, ensuring migration for long-term access.

  * Advanced knowledge of historical research methodology.

  * Knowledge of strategies for promoting access and use.

  * Experience in developing digital collections, including knowledge of standards for digital capture and delivery.

  * Ability to identify stakeholders and their information needs.

  * Demonstrated experience in leadership positions.

  * Demonstrated experience managing and prioritizing multiple projects

  * Working knowledge of copyright, fair use, privacy and intellectual property issues.

  * Advanced organizational and analytical skills.

  * Excellent communication and interpersonal skills.

  * Evidence of scholarly and professional achievement such as presentations, publications, and involvement in appropriate professional organizations.

  
**Decision Making and Problem Solving:**  

  * Develops strategic and implementation plans; recommends policies and procedures for institution wide application.
  * Acts with considerable independence in developing and implementing plans.
  * Has the ability to initiate, plan, coordinate, and implement projects in a shared decision making environment.
  
**Other Requirements:**  

  * Willingness and ability to travel domestically for meetings and conferences (approx. one week/year or less)
