Join the team that operates and manages the Hubble Space Telescope and its
successor, the James Webb Space Telescope. Take part in work at the forefront

The Space Telescope Science Institute (STScI) is located on the Homewood
campus of the Johns Hopkins University in Baltimore, MD. STScI is seeking a
Chief Institute Librarian to be responsible for all functions of Library
Services required in support of scientific and technical staff and visitors.
This person will work independently under the general direction of the Science
Mission Office Division Head.

  
Responsibilities include but are not limited to:

  
1. Manage library services for scientific institute of 550+ professionals
(scientific, engineering, information technology, outreach, project management
and business disciplines) who are responsible for science operations of the
Hubble Space Telescope, upcoming James Webb Space Telescope and other future
missions

  
2. Supervise library team (professional, paraprofessional, various interns,
and consultants). Responsibilities include interviewing, selecting, and
training employees; planning, assigning, and directing work; carrying out
goals development and annual appraisals

  
3. Oversee the creation and maintenance of a digital and print archives. Work
with internal and external partners to develop and expand STScI's archiving
program. Oversee the collection and processing of documents, which includes
scanning/OCR, creation of finding guides and creation of metadata for digital
records

  
4. Curate bibliographies of scholarly publications enriched with metadata for
the Directorate. Part of team who designs, develops, and maintains database of
papers based on the use of HST, JWST and other missions. Performs metric
studies of use of HST/JWST data as needed. Maintains database of STScI staff
publications and develops appropriate metrics for benchmarking STScI
scientific productivity. Works with Mikulski Archive for Space Telescopes
staff on projects to connect data to scholarly publications

  
5. Serve as a leader in international astronomy librarianship by participating
in associations, organizing conferences, fostering collaborative projects,
working with publishers, and mentoring

  
6. Responsible for the continuous integration of library services with the
mission of the Institute and research programs of individual scientists.
Develops and manages convenient, accessible, and cost-effective information
services that are aligned with the strategic directions of the organization.
Function as a liaison for new services and resources available to the
astronomy community such as ORCID, new NASA ADS features, new commercial
products, new publisher initiatives such as data citation practices, community
projects such as the Unified Astronomy Thesaurus

  
7. Responsible for developing and managing the library's collections, both
print and electronic. Determines space and facility needs, and plans for same.
Plans, designs, develops, and implements automated systems for library
operations and/or procedures, including design and maintenance of library web
pages

  
8. Establishes internal library policies and procedures, and policies and
programs for assistance to users

  
9. Coordinates with and advises other Divisions/Branches on the information
needs of staff and visitors. Is an effective member of the senior management
team and acts as a consultant to the Institute on information issues. Provides
reference and research support to STScI individuals

  
10. Plans and justifies library budget. Executes and controls library
expenditures

  
  
**Requirements**  
  
Knowledge of specialized professional library principles, methods, techniques,
and procedures. Knowledge of current practices and trends in archives and
libraries including data archiving, digital archiving, collection development
in both print and digital formats and library services to support scientific
research.

  
Expert knowledge of the content of astronomy-related information resources,
including the ability to work with the creators of such resources. Ability to
evaluate needs and to develop the best methods of providing services to local
clientele and the astronomy community. Ability to establish and maintain
effective working relationships both internally and externally. Excellent
verbal and written communication skills. Computer skills applicable to working
in a complex environment, including knowledge of database management, data
archives, spreadsheet and text editing software, and specialized library
software.

  
Master's degree in Library Science from an ALA accredited program. Advanced
course work in archival records management and library administration
desirable.

  
Minimum of eight years increasingly responsible professional library and
information handling experience at a supervisory or administrative level.
Considerable experience in a science library is required as well as a strong
working knowledge of astronomical materials and sources.
