The Director of the Cecil County Public Library (CCPL) serves as the library's
Chief Executive Officer. Reporting to the Board of Library Trustees, the
director works with the board to sustain and develop outstanding services and
facilities throughout Cecil County and implement effective public service and
staff policies.
The Director serves as CCPL's representative at the community, county, and
state levels, and to media outlets. The Director is
responsible for leading and inspiring a dynamic and creative library staff who
have a history of innovative and award winning librarianship to achieve an
ambitious impact oriented mission and vision for CCPL. The
Director oversees library operations throughout the county, and develops
effective budgets and strategies for advancing the mission and goals of the
library. The Director demonstrates collaborative, straight
forward leadership, principled librarianship, and commitment to community
welfare.
ESSENTIAL JOB FUNCTIONS:
Represents the library in the county, in the state, and to the media.
Meets with the CCPL Board monthly, reporting on the status and progress of the
Library, presenting the library's monthly financial statements and the annual
audit, and to plan for library progress and strategic advocacy.
Works closely with the Board to recruit and orient new Board members and to
keep the Board current on trainings.
The Director and Board attend statewide advocacy meetings and trainings.
Develops and recommends an annual budget consistent with CCPL's goals to the
Board, and strategically advocates for the budget to the county, community,
and media.
Oversees implementation of the annual budget in accordance with good
management practices and commitment to the goals of effectiveness and
efficiency. Participates in the annual public audit
process, reporting on the library's financial position for the year.
Develops the library's annual capital improvement plan (CIP) to support high
quality public library services and facilities for children, teens, and
adults.
Makes CIP recommendations to the Board, defends, and strategically advocates
for the CIP in the community and to the County and State and the media.
Working with the library's leadership team, the Director oversees the
implementation of the CIP.
Plans and advocates for technological enhancements that advance quality
library services and operations in budgets and capital
plans.
Coordinates development of the library's strategic plan and, after adoption by
the Board, the Director oversees its implementation.
Manages and oversees the development of the library's administrative
leadership team. Together they manage library operations consistent with the
CCPL mission and vision.
Oversees development of the library's staffing, collaborating with the
administrative leadership, staff development team to recruit, hire, and
develop outstanding staff committed to caring, high-impact services throughout
CCPL.
Working with the administrative leadership team, oversees the library's
personnel manual, as well as its compensation and benefits packages, making
recommendations to the Board for modifications as necessary.
In collaboration with the administrative leadership team, develops and reviews
library policies, making recommendations to the Board for appropriate
additions or modifications.
Meets with the CCPL Foundation Board assisting in the planning and
implementation of community fundraising and strategic
advocacy. The Director and members of the administrative
leadership team works with community groups such as the friends of the library
to advance the library and its mission.
Represents the library to the Cecil County and town governments, establishing
constructive relationships with county elected and appointed officials,
advancing the library and county missions.
Works in partnership with leadership of the public schools and college to
advance educational success and attainment in the county.
Participates in and is a member of leading professional organizations in the
state and nationally, with the goal advancing public libraries in
Maryland.
Requirements
CRITICAL SKILLS/EXPERIENCE:
Master's degree in Library Science from a program accredited by the American
Library Association.
Ability to obtain State of Maryland certification as a Professional Librarian
within six months of hire.
A minimum of 8 years of Years of Experience in Public Libraries, at least
three of which must be in large branch manager and/or senior administrative
positions.
Thorough knowledge of public library professional standards, practices, issues
and trends.
Demonstrated advanced skills and judgment in public library management and
problem solving.
Excellent skills in supervision, staff training, and mentoring, and
motivational skills.
Excellent skills in advocacy and experience working successfully with a wide
variety of community leaders including elected and appointed officials to
advance the library's strategic goals.
Outstanding interpersonal skills and the ability to develop strong productive
relationships with key county and community leaders and organizations.
Strong experience in developing and making effective and persuasive
presentations.
Knowledge of planning and operating successful library facilities that are
widely regarded community resources.
Experience coordinating library CIP projects with demonstrated skills and
judgement in managing the design and implementation of these projects,
including managing the work of architects and associated vendors, and
effective site selection for public libraries.
Experience using presentation software and public speaking.
Excellent analytical skills complementing the ability to see the big picture.
Knowledge of internet and internet resources and how to use them effectively.
Excellent written and verbal communications skills.
Excellent PC skills and experience with software packages.
Extensive knowledge of branch practices and procedures.
Ability to act as a representative of Cecil County Public Library.
Ability to effectively coordinate, supervise, train and communicate with other
staff members
Ability to maintain effective working relationships with other professionals.
Ability to keep relevant parties informed of all major issues and programs and
to recommend changes as appropriate.
Ability to prepare and maintain accurate records, prioritize and multitask.
Learns new skills and technologies to retain proficiency in areas of
expertise.
Is dependable and punctual.
