I just set up Google Business for us, and I couldn't get hours that went past 12:00 a.m. or consecutive 24 hour days to save. YMMV.

Another approach would be to publish Schema.org metadata on your library website - providing a structured data description of the Library, its branches, locations, contact points and services, etc. for the search engines to harvest into their knowledge graphs, to facilitate better discovery.
The Schema.org Library Type <http://schema.org/Library> has a simple repeatable openingHours property for defining general opening hours.
It also has an openingHoursSpecification property for defining more complex opening hours <http://schema.org/OpeningHoursSpecification> with validFrom validThrough attributes.
With the capability to override these for special occasions you can utilise the specialOpeningHoursSpecification property.
Between those you should be able to cover most opening and non-openings.
As this information is updated every time your pages are crawled it becomes both accurate and current.
