I took a quick look at this, since I've been thinking about both works
and discovery (separately) lately -- and, oddly, it doesn't say HOW
users will discover. It gives the data elements that should be indexed,
but it doesn't say what INDEXED means.
I would really like to see a thorough discussion of both of those
topics. Are we assuming left-anchored searching of headings? results in
some kind of order? keyword searching on headings, on entire records, on
?? Linking to WikiData? WHERE does the user do this discovery? On the
library web site, on Google, on Wikipedia?
Perhaps the gap here is what we mean by "discovery". This reads as
something like "required data elements for music cataloging", and what I
am aiming for is more like "how will users actually find things in our
future catalogs?" with use cases and scenarios. I would hope that it
would NOT start with "A user walks up to a catalog..." but more like
"User X is in the middle of composing a work of music, and wonders what
other works have used this progression..." (My knowledge of music is
limited - someone else can do better, I'm sure.)

Strongly consider creating an HTML version, and evaluate whether a pdf version needs to be retained. Set a mechanism in place for ongoing revisions to the MDR.
