Position Description

This is a full-time, regular status, FLSA non-exempt, benefited position and the classification is represented by AFSCME.  This posting is open until filled.  First review of applications to occur Monday, July 23.


The Seattle Public Library is seeking a resourceful and collaborative Senior Systems Analyst II to join its Information Technology team.  Reporting to the Manager of Library Applications and Systems in the Information Technology division, the Senior Systems Analyst II serves as the lead administrator for our staff Intranet, which is currently built using Microsoft SharePoint. This position provides support and availability for critical, time-sensitive business functions. The Senior Systems Analyst will also contribute to work on other business systems such as document management, project tracking, work order management and workforce scheduling.

The Senior Systems Analyst II is expected to work collaboratively with business process owners to analyze and redesign business processes and build or recommend appropriate application solutions for SharePoint.
 
The Senior Systems Analyst II is also responsible for development and maintenance of interfaces between application platforms, applications and other systems; integration of locally developed and third-party applications; and providing support for all application modules in SharePoint.

Job Responsibilities

Oversee the development, installation, maintenance, documentation, security, upgrading, and troubleshooting of library application platforms, chiefly Microsoft SharePoint as used for the Library's Intranet. Other systems include those that support business functions like staff/resource scheduling and project management.

Administer SharePoint and related services, including Active Directory-based permissions, site templates and master pages, navigation and architecture, search services and shared service providers, farm solutions and features and web part deployment.

Analyze and monitor content and storage, permissions, archiving, metadata, taxonomy, and statistics. Implement and enforce governance in concert with the library intranet steering committee.

Develop or recommend solutions to improve efficiencies, enhance productivity, improve information reporting and automate manual processes using SharePoint or other applicable tools.

Enhance technology services and operations by contributing to technology projects, including planning, evaluating and providing for project communications.

Contribute to the timely and effective response to user needs by identifying and evaluating user needs and emerging technological issues and opportunities and by recommending appropriate actions.

Provide written and verbal communications to staff, vendors, contractors and the public.

Qualifications

Required

Bachelor's degree in Computer Science, MIS, or other related discipline. Commensurate experience or certification will be considered in lieu of the educational attainment.
Three years of work experience with design, configuration, administration, management, operation and documentation of Microsoft SharePoint.
One year of work experience in a role that demonstrates experience consulting with end users to design business solutions with an ability to evaluate complex information and emerging issues in the use of advanced technology, communications and user needs.
Development experience with PowerShell, InfoPath and SharePoint Designer.
Ability to recognize technical and non-technical user needs and to initiate problem resolution.
Excellent analytical, interpersonal and communication skills, at both a technical and non-technical level.
Demonstrated commitment to excellent customer service; ability to establish and maintain positive working relationships with co-workers.
Ability to work with minimal supervision and seek direction and guidance as needed from supervisors and co-workers.
Ability to coordinate and prioritize multiple on-going tasks.
Ability to communicate effectively with staff, the public, vendors, and technical personnel, both verbally and in writing; to evaluate and communicate technical information; and ability to train technical and library staff as needed.
Must be able to work consistently with the values of The Seattle Public Library, which include intellectual freedom and equal access to information.

 Strongly Desired

Systems and database administration experience.
Experience with Microsoft Visual Studio .NET and Microsoft SQL Server is preferred.
Experience with standard web browser display and application technologies (HTML, XML, CSS, JavaScript, CGI, XSLT), including usability, architecture and accessibility.
Experience in the public sector is desired.
Knowledge of principles of IT project management, including planning, evaluating, budgeting, resource allocation, scheduling, coordinating, documentation and administration, contractor and vendor relations.
Experience working with complex procurement procedures, Request for Purchase (RFP) processes, negotiating with vendors and service providers, reviewing and understanding contracts and service level agreements.
Experience migrating SharePoint from on-premises to Office 365.
Experience with Office 365 PowerApps and Flow.
Experience with client-side SharePoint development with the SharePoint Framework.
