JOB PURPOSE:
The Hoover Afghanistan Relief Team (HART) mitigates the humanitarian catastrophe through assisting Afghans with visa applications, collating data and documents to help find refugees, connecting individuals and groups to relevant governmental and non-governmental organizations, amplifying the voice of Afghan refugees, and sharing information to facilitate sustained evacuation, relief and resettlement efforts. HART’s end state is to see the crisis mitigated with refugees integrated and able to take advantage of the promise of America.
The IT Systems Analyst will be responsible for serving as the technical project manager for the HART Project. Working independently, and part of a highly collaborative project team consisting of curators, archivists, scholars, IT staff, and vendors, they will lead the planning and execution of system enhancement projects and may assist the routine maintenance and emergency backup/recovery of applications, tools, and systems that enable the ingest and preservation of content–in a variety of formats, languages, and sources–to HILA’s digital repository.
CORE DUTIES:
Act as a single point of contact between IT and the customer.
Perform necessary business and system analysis to gather all pertinent data related to issues in production system, patches, upgrades, and enhancements.
Collaborate with business partners to gather requirements and identify gaps between requirements and the application. Assist business partners with determining deliverables, creating system test plans, identifying test scenarios, managing user- acceptance testing and conducting production roll out of resolution.
Collaborate with developers on application specifications and system enhancements to ensure appropriateness of design and delivering resolution of issues; work with business partners to test and deploy resolution in a timely manner.
Assist with initial determination of the feasibility of requests and ensure user requirements are thoroughly and accurately documented in accordance with standard techniques.
Interact with team members, the user community and others on an ongoing basis to ensure accurate identification and delivery of business requirements.
Make formal recommendations, and write application specifications, including conversion, upgrade and interface routines.
Develop functional specifications to ensure compliance with system development lifecycle methods.
Team up with business partners and developers to set realistic response time and/or deliverable expectations.
Manage the implementation of the approved development in partnership with developers and business partners.
ADDITIONAL CORE DUTIES*:
Review project plans and proposals, and work with management to develop project objectives; identify project responsibilities by determining the phases and elements of the project; calculate time frames and sequence the stages of the project.
Perform project management oversight of small projects (under $100k) or more than one large task within a larger project.
Ensure the preparation of required project documentation.
Contribute to communication plan and change elements.
Provide routine consultation and general IT support within the department.
Experience with managing an integrated computing environment.
May direct staff to perform various tasks and assignments. May also supervise staff.

MINIMUM REQUIREMENTS:
Education & Experience:
Bachelor’s degree and eight years of relevant experience or combination of education and relevant experience. Demonstrated experience in cultural heritage institutions, such as academic libraries, archives and museums preferred.
Knowledge, Skills, and Abilities:
Strong capabilities in the following: data mapping, conversion, table structure knowledge, running and analyzing traces, configuration settings, page customizations, security updates, custom coding logics, issues analysis and recommendations, running SQL queries, documentation skills, test scripts development, functional analysis, coordination of user acceptance and sign- off, business process improvement, fit/gap analysis, requirements documentation and process flow charting, presentation of options and solutions facilitation.
Strong understanding of the components of web applications.
Strong understanding of the software development life cycle.
Strong verbal and written communication skills.
Ability to work effectively and collaboratively with minimum direction.
Ability to establish effective, ongoing relationships with clients, staff and management.
Ability to manage multiple competing priorities and work under pressure in high stress situations.
Desired/Preferred Knowledge, Skills, and Abilities:
Background working in academic libraries, archives, museums, or other similar organizations.
Knowledge of digital preservation applications, such as Libsafe, and archival content management systems, such as ArchivesSpace.
Experience working with complex research materials, such as databases, born digital formats, web archives, and media files, especially audio and video.
Strong understanding of personal data protection policies.
Experience using Python, Javascript, RESTful web service APIs.
Knowledge of networking concepts (TCP/IP, DNS, VLANs, etc.).
Demonstrated project management ability to employ integration, scope time management, cost, quality, human resources, communications, risk, and procurement components.
Ability to productively engage and influence cross-functional teams.
Demonstrated resilience, diplomacy, influence, relationship building, and problem solving skills in a variety of situations.

PHYSICAL REQUIREMENTS*:
Constantly sit, perform desk-based computer tasks.
Frequently twist/bend/stoop/squat, grasp lightly/fine manipulation, grasp forcefully, sort/file paperwork or parts, lift/carry/push/pull objects that weigh up to 10 pounds.
Occasionally stand/walk, reach/work above shoulders, writing by hand, kneel/crawl, climb (ladders, scaffolds, or other).
Rarely use a telephone, operate hand controls.
Must be able to push and maneuver a fully-loaded cart weighing up to 650 pounds that requires an initial push force up to 50 pounds. Ability to lift 40 pound boxes or bundles.

Will require working some evenings and weekends across multiple time zones in support of the project
