If the resolution is a typical web graphic resolution, eg 72 or 96 dpi, then enlarging the image will make the image quality degrade significantly. If the image is pure vector graphic, then you can enlarge or decrease at will. However, it is very uncommon for a web image to be an svg as it normally doesn’t make any sense.
The only way enlarging an image increases the quality is if it is (currently) at a high dpi, and the image is currently artificially constrained to a much smaller size.
