The Hoover Institution Library & Archives (HILA) at Stanford University has an immediate opening for a Library & Archives Systems Analyst to lead the planning and execution of systems enhancement projects for the Hoover Afghanistan Relief Team (HART) Project and related initiatives. The full-time position is for a two-year fixed term.
The HART Project aims to mitigate the humanitarian catastrophe through assisting Afghans with visa applications, collating data and documents to help find refugees, connecting individuals and groups to relevant governmental and non-governmental organizations, amplifying the voice of Afghan refugees, and sharing information to facilitate sustained evacuation, relief and resettlement efforts. HART’s end state is to see the crisis mitigated with refugees integrated and able to take advantage of the promise of America.

JOB PURPOSE:
The Library & Archives Systems Analyst is responsible for assisting with new and ongoing systems enhancements and serve as the technical lead for the Hoover Afghanistan Relief Team (HART) Project, a refugee humanitarian assistance program to preserve at-risk archival materials in Afghanistan and oral histories of displaced Afghans and US and international coalition leadership. The work is typically 50% time contribution towards project management and 50% as a technical contributor.
As part of Digital Services & Systems group, the incumbent will be joining a highly collaborative team responsible for maintaining functionality of HILA’s digital repository, enhancing core systems applications that support archival description and digitization workflows, and developing tools and strategies that streamline access to resources.
This is a hybrid role based in Stanford, CA with a minimum of two days/week on campus.
CORE DUTIES:
Partner with business management to define the appropriate technical solutions.
May manage customer facing team of systems analysts; provide management, mentoring, and work direction to systems analysts, including project leads, systems analysts, and business partner analysts.
Perform scheduling, task assignment, and review of work throughout the project and maintenance life cycle. Ensure work timeliness, cost management, and quality. Assist the project manager in developing project scope, schedule, and resources.
Provide status reports to business and information technology management.
Manage relationships and work efforts with outsourcing provider.
Collaborate with peer managers to coordinate enterprise-wide integration requirements.
Manage the analysis of business requirements, design, development and implementation of new systems and enhancement of existing systems. Coordinate work efforts for system enhancements and upgrades.
Coordinate production support, and provide application performance metrics to business partners and IT management.
Coordinate various testing efforts.
Create and implement staff development plans to create a strong technical team; recognize and reward excellence; identify areas for growth and institute corrective action plans as necessary. Maintain a team-oriented working environment that promotes a high level of personal commitment and accountability and a continued focus on quality and efficiency.
ADDITIONAL CORE DUTIES*:
Assist the routine maintenance and emergency backup/recovery of applications, tools, and systems.
Assist with systems incident response and reporting.
Create and maintain documentation on processes, policies, and application configuration specific to the Hoover Library & Archives.
Contribute to the communications plan and change elements.
Provide routine consultation and general IT support within the department.

MINIMUM REQUIREMENTS:
Education & Experience:
Bachelor’s degree and ten years of relevant experience or combination of education and relevant experience. Demonstrated experience in cultural heritage institutions, such as academic libraries, archives and museums preferred.
Knowledge, Skills, and Abilities:
Ability to manage and lead employees, including work assignments and prioritization, performance management, and employee development.
Strong capabilities in the following: functional analysis, fit/gap analysis, requirements documentation and process flow charting, presentation of options and solutions facilitation, issues analysis and resolution, coordination of user acceptance and sign-off, and business process improvement.
Strong understanding of the software development lifecycle and methodologies.
Solid understanding of project management body of knowledge discipline.
Strong listening, negotiation and conflict resolution skills.
Solid verbal and written communication skills.
Ability to work effectively with the entire suite of Microsoft Office products.
Desired/Preferred Knowledge, Skills and Abilities:
Knowledge of or willingness to learn digital preservation applications, such as Libsafe, and archival content management systems, such as ArchivesSpace.
Experience with or willingness to learn complex research materials, such as databases, born digital formats, web archives, and media files, especially audio and video.
Strong understanding of personal data protection policies.
Experience using Python, Javascript, RESTful web service APIs.
Knowledge of networking concepts (TCP/IP, DNS, VLANs, etc.).
Demonstrated resilience, diplomacy, influence, relationship building, and problem solving skills in a variety of situations.

PHYSICAL REQUIREMENTS*:
Constantly sit, perform desk-based computer tasks.
Frequently twist/bend/stoop/squat, grasp lightly/fine manipulation, grasp forcefully, sort/file paperwork or parts, lift/carry/push/pull objects that weigh up to 10 pounds.
Occasionally stand/walk, reach/work above shoulders, writing by hand, kneel/crawl, climb (ladders, scaffolds, or other).
Rarely use a telephone, operate hand controls.
Must be able to push and maneuver a fully-loaded cart weighing up to 650 pounds that requires an initial push force up to 50 pounds. Ability to lift 40 pound boxes or bundles.

WORKING CONDITIONS:
Will require working some evenings and weekends across multiple time zones in support of the project.
