In general, whenever I'm trying to use an API I try searching on GitHub for some boilerplate

There was something from MIT Libraries that looked promising (https://github.com/MITLibraries/oclc-api-python-scripts)

Hopefully, that helped
I've never worked with OCLC New Titles API, so I cannot share personal experience. Goodluck
