The North Carolina Library Association uses simplelists to manage theirs: https://simplelists.com
I've worked some on managing them, it's pretty painless.

We've used MailmanLists <https://www.mailmanlists.net/> previously and found them quite good . No fancy UI or anything but support was solid.
