I found an outage map that suggests that tmobile is not available across most of Florida, including Port Charlotte. (Not sure how reliable this map is, though)

So the mobile network being down is likely part of the problem.

I'm trying to help patrons with the Franklin Nobile-T hotspot we led out.
A couple of patrons sharing the hotspot won't recharge. It's inserted into
a good, working electrical outlet where power has been restored but the
hotspot never re-charges. The progress bar travels across to around 60%
but when they try to connect to the net with it that Franklin 9 does not
appear on their cell or laptop.

The hotspot is the lifeline for some patrons so I'm trying my best to help
