I will second this. I was waiting to see what topics would be covered at the conference, and while it is enviable that CODE4LIB has enough popularity to fill up blind, it's not exactly ethical to tie up participants' funds while they wait to find out whether or not the conference is going to meet their professional development goals for the year. It's fine to have a tentative schedule and make modifications as you go, but you have an entire year to plan a conference. Put out the calls for participation earlier and set the initial deadline prior to the opening of registration so that you can provide a rough idea of what will be covered at time of registration. That's not at all unreasonable and is far more ethical.

I have to express some general frustration here....
I think it is very poor practice for ANY conference [stares at DLF] to open
registration before a final schedule of events / speakers / sessions is
distributed. Many of us have limited professional development funding and
need to base our choices on CONTENT. I recognize there are those who, quite
legitimately, always attend particular conferences. Unfortunately, not all
of us have that luxury.
