Google won’t ask for phone info or an alternative email during account
setup. But they will have the option to add that info as part of two step
aunthentication. It’s near impossible to get into a gmail account without
access to phone number and/or email associated with the account. If they
have a password but Google still wants to confirm identity they can maybe
try customer service. I don’t know if that ever really helps.
