If you're using Google Messages, you can use RCS and it will use WiFi if
you're sending images or anything besides text. Both ends of the
conversation have to be using RCS for it to work. Before RCS, if I had
to send or receive anything more than text (MMS, even group messages
were sent as MMS), I needed to have data turned on even if I had a WiFi
connection.
