I'm hesitant to respond to the survey directly because I'm not at all
involved and it's not an .edu domain, but EPFL in Switzerland has been
offering a link shortener for a long time: https://go.epfl.ch/
AFAIK, it used to be based on YOURLS (https://yourls.org/) but has since
been rewritten. Source code is at https://gitlab.com/epfl-isasfsd/go-epfl
