Hi, Charles. You could try the free app Magic Earth which runs on OpenStreetMap data. It includes a traffic data layer (crowd-sourced) as well as nifty wind map layers (in the styles section) which might be useful in a hurricane. Can't speak to how much data is used (depending on the displays chosen) or how accurate it might be in your area for live traffic, but it might be worth testing out. Kudos to you for doing the work to keep your community safe!
