Zint and similar can take a URL and make into a QR Code, so a link to an online Word/PDF/Google document appears the typical use case.

I suspect the magic of converting a Word docx to QR Code does not remain an option. A compressed image of a Word document could fit into a Data URL but it would likely remain illegible.
