Another option would be to use OpenRefine to reconcile the journal titles against Wikidata, using ISSNs to improve matching. Language (P407), country of origin (P495) and place of publication (P291) could then be added from the matched Wikidata records, although coverage may be incomplete. But, depending on just how massive your list is, OpenRefine may have practical memory and reconciliation-service limits.

OpenAlex has country data for Sources, for example, here are all the Journals published in the US: https://openalex.org/sources?page=1&filter=type:journal,country_code:us
Extracting language data would require looking at the works for each source. In the web UI, language is one of the default widgets, see for example the Works search for Science:

The best way to do this would be via the API, especially if you have ISSNs, but failing that you could start with an empty Works search for Journal source types and start filtering with the Language widget, perhaps?
