This about people not having institutional affiliations is really
important.  I consider about 2 1/2 years of my serious career to have been
done while unemployed, with me being engaged and moving things forward
during those times.

Many have precarious employment.  And costs of caregiving exceed salaries
in the library fields, such that many might financially have to do full
time caregiving for extended periods while hiding the gap with committee
work and publications.
