Are there already libraries available in any language for dealing with .1/1.0 OpenURLs? Parsing and constructing, I guess. PHP, Perl, Ruby, whatever. Maybe a list even exists somewhere of all such libraries? If not, I'd like to compile one. If anyone knows of any, and you email me URL to get them, I'll make a list somewhere.
