You may be interested in OpenFRBR:

Its aim is to build a full, free implementation of FRBR, showing
everything it can do, and looking for problems along the way.  Everyone's
welcome to get involved in whatever way they wish.

There's very little to see now, but it'll slowly get better.

It appears the manifesto has mildly confused some people, so if you have
any questions, ask way.
