To some extent, the Online RDA product is doing some of this. It 
re-organizes the RDA text using linking, and I will be very interested 
to see how that works. It also has the capability (I believe) to use the 
vocabulary lists and elements that we've defined. I don't think the 
initial version will actually implement this, but I don't know for sure.
