I think your functional requirement that made this non-trivial was your mention of it needing ILL functionality. There's a definite threshold that has to be crossed before you start seeing something like that integrated into the ILS. If you've got some other way to deal with ILL, I'd suggest OpenBiblio (http://obiblio.sourceforge.net/) as a super simple, super basic ILS. It deals with inventory, borrowers, circulation, etc. but nothing terribly sophisticated. You could use it with VuFind via the Jangle connector: http://jangle.googlecode.com/svn/trunk/connectors/openbiblio/ -Ross.
