I am revising a Slovenian policy on long term formats for digital objects. I would like to share and exchange file format policy guidelines of your country/state/institution or get some links to documents on the web, where this information can be obtained.

The Decree on documentary and archival material custody of Slovenia specifies that each document, that has to be preserved for more than 5 years, has to be migrated/transformed to the "long term format". This "long term format" has to fulfill the following conditions (my personal translation, sorry):

o assures the preservation of the content, that is the wholeness of all necessary data and links between them o is widely acknowledged and accepted and can be used with hardware and software, widely used and supported on the market o directly ready for reproduction of the content or migration to another format, that can be directly used afterward in the new format o enables transformation from most commonly used formats (to this format) with abilities to automatically report on any errors occurred during transformations o is independent of specific hardware, software or other environment o considering the current situation/knowledge in the area of long term preservation ensures the preservation for at least 5 years o after this period (5 years) enables the migration to another format that will be acceptable in that time o is based on international, national or widely accepted and, as a rule, open standard o and meets other requirements from the law and this decree.



The current list of allowed long term preservation formats for all archival material in Slovenia is limited to:

Text and mixed:

o ISO Latin-1 - ISO 8859-1

o PDF/A - ISO 19005-1

o XML - SGML - ISO 8879

o ODF - ISO/IEC 26300

Graphics:

o TIFF - ISO 12639

o SVG - v1.1 - W3C Specification

Compression:

o LZW - color documents

o CCIT group 4 - b/w documents

Video/audio:

o ANSI/SMPTE 268M

o MPEG-2 - ISO/IEC 13818
o MPEG-4 - ISO/IEC 1449
