I've used CakePHP on several small internal apps and am pleased with it. From what I've heard, it forces you into MVC more than some of the other frameworks, but for me that's a plus. I can think more about what I'm trying to accomplish than how to structure the code. Maybe it's just my lack of experience. I haven't used any of the other frameworks, unless you count Drupal. If what you're doing is reasonably CMS-like, that may be a good fit (as mentioned earlier).
